Republic of Moldova accepts large and small families and only married couples. Adoptive parents' age must be 25 to 50. Republic of Moldova requires two trips after parents accepted the referral but only one parent travel is accepted.

Referrals are available for families with a completed dossier that was registered with the Moldovian Adoption Commission. Within 2 to 4 month the dossier will be approved by the Commission and then forwarded to the Local County Direction of Education. The County Inspector for Child Protection together with the Director of the Orphanage and the Physician will find a child to match with the families requests. All medical information they have, family background, photograph or video tape (if possible) of the child will be provided to the adoptive parents. If the adoptive parents agree with the referral the Moldovian Adoption Committee will invite the parents to travel. Only one parent can travel. The first trip is for about 3-4 days and the second trip is approximately 3-4 weeks later and is about 5-6 days long, after which parents may come home with their child.
